Lawmakers heard legislation Tuesday to reverse what voters approved in November as GOP members are trying to make abortion illegal in the state again.

The resolution, if passed by voters, would remove the provisions that were in Amendment 3 and instead allow abortion only in cases of rape, incest, medical emergencies or fetal anomalies. It would also restrict transgender youth from accessing appropriate health care.

Eric Burlison's Life at Conception Act has almost 70 cosponsors. It argues that a fetus is a person under the 14th Amendment.

Missouri Republicans formally began the push to reinstate a ban on abortion Tuesday night, with a proposed constitutional amendment outlawing the procedure with limited exceptions for victims rape and incest.
