A flood watch was in effect July 7 for several states, including Virginia, Maryland, Delaware, New Jersey and Pennsylvania. "Storm total rainfall of 2 to 4 inches, with local amounts up to 6 inches, is expected," the Weather Prediction Center said in a 5 a.m. ET update. "An elevated risk for flash flooding will continue."

Tropical cyclones typically drop large amounts of rain along and near the storm's path. The slower and more significant the storm’s size, the higher the likelihood of higher rainfall totals. Some storms can drop well over 30 inches of rainfall, like when Hurricane Harvey dropped over 60 inches near Nederland, Texas, in 2017.

WRAL News reported that dozens were rescued in Durham County after rains caused the Eno River to overflow. Floodwaters also prompted the closure of multiple roads and highways, including parts of the I-40 and I-85 in Orange County, it said.
